Blair R. Holmes was born 29 June 1942 in Victor, Idaho to Harold Harper Holmes and Audrey Muriel Berger Holmes. Following graduation from Teton High School in 1960, where he was both senior class president and class valedictorian, he attended Idaho State University in Pocatello, Idaho. Plans for the David O. McKay building began in 1952 after an evaluation by the Brigham Young University College of Education concluded that the existing building for the College of Education were no longer meeting the growing needs of the program.
